Items the citizens can import (forward or move) across the customs border of Ukraine

Personal belongings the citizens move (forward) across the customs border of Ukraine in hand luggage, accompanied and unaccompanied luggage, are subject to declaration by taking actions, verbally or, at the request of the owner or at the request of the customs authority, in writing, are not subject to customs payments and are exempt from official control measures, as well as the submission of documents and/or information confirming compliance with established prohibitions and/or restrictions on the movement of goods across the customs border of Ukraine.

Hand luggage - goods the citizens own and move across the customs border of Ukraine individually or through their authorized representatives without registration of luggage or other transport documents.

Accompanied baggage - goods the citizens own and move across the customs border of Ukraine in the baggage compartments of the vehicle these citizens use, with the registration of baggage or other transport documents.

Unaccompanied baggage - goods sent by their owners - citizens with baggage or other transport documents and moved across the customs border of Ukraine separately from these citizens.

Citizens are natural persons: citizens of Ukraine, foreigners, stateless persons.

List of goods that can be classified as personal belongings of citizens:

1) personal hygiene products and individual cosmetics in an amount that meets the needs of one person for the duration of the trip;

2) clothes, underwear, shoes that are of a purely personal nature, intended exclusively for personal use and have signs of being used;

3) personal jewels, including those made of precious metals and stones, which have signs of being used;

4) individual writing accessories and stationery;

5) one camera, one film and video camera together with a reasonable amount of photo, video, film and additional accessories;

6) one portable projector and its accessories together with a reasonable number of slides and/or films;

7) binoculars;

8) portable musical instruments in the amount of no more than two pieces;

9) one portable sound reproducing device (including a tape recorder, dictaphone, CD player, etc.) with a reasonable number of films, records, discs;

10) one portable radio receiver;

11) no more than two cellular (mobile) phones, pagers;

12) one portable television;

13) portable personal computers in the amount of no more than two pieces and their peripheral equipment and accessories; no more than three flash cards;

14) one portable printing machine;

15) calculators, electronic books in the amount of no more than two pieces;

16) individual medical products for ensuring the vital activity of a person and monitoring its health condition with signs of being used;

17) ordinary pushchair and/or strollers in the amount corresponding to the number of children crossing the border together with the citizen, and in the absence of children - in the amount of no more than one piece;

18) one wheelchair for persons with disabilities for each person with disabilities who crosses the customs border of Ukraine, and in the absence of such a person - no more than one;

19) medical devices that are moved (forwarded) across the customs border of Ukraine in a manner and in volumes determined by the Cabinet of Ministers of Ukraine;

20) watches in the amount of no more than two pieces;

21) 0.5 L  of eau de toilette and/or 100 grams of perfume;

22) sports equipment - a bicycle, a fishing rod, a set of mountaineering equipment, a set of equipment for scuba diving, a set of skis, a set of tennis rackets, a board for surfing, windsurfing, a set of golf equipment, other similar equipment intended for use by one person;

23) special baby food for children with phenylketonuria or other diseases that require special food not produced (not sold) in Ukraine, which is moved (forwarded) across the customs border of Ukraine in a manner and in volumes determined by the Cabinet of Ministers of Ukraine;

24) other goods intended to meet the daily needs of a citizen, the list and limit of which are determined by the laws of Ukraine.

In international postal and express shipments, personal belongings are moved (forwarded) across the customs border of Ukraine in a manner and under conditions provided for the movement (forwarding) of goods.

How coffins with the bodies of the dead are moved across the border of Ukraine?

Movement of coffins with bodies (urns with ashes) or remains of the deceased across the customs border of Ukraine by citizens is carried out on the basis of a written statement of these citizens in an arbitrary form and documents specified by the Law of Ukraine "On Burials and Funeral Matters".

How many alcoholic beverages and tobacco products can be imported across the border of Ukraine?

Citizens who have reached the age of 18 can import alcoholic beverages and tobacco products into the customs territory of Ukraine in hand luggage or accompanied luggage without paying customs fees and without written declaration in the following quantities per person within 24 hours:

1) 200 cigarettes or 50 cigars or 250 grams of tobacco, or these products in a set with a total weight not exceeding 250 grams;

2) 5 litres of beer, 2 litres of wine, 1 litre of strong (with an alcohol content of more than 22%) alcoholic beverages.

What goods are prohibited for import into the customs territory of Ukraine?

No food products shall be allowed for import by the citizens, except for:

1) food products weighing up to 10 kg in the manufacturer's packaging, delivered to the address of citizens in international postal or express shipments;

2) food products for personal consumption in an amount not exceeding the equivalent of EUR 200, which are imported in the order and volumes determined by the Cabinet of Ministers of Ukraine;

Food products without manufacturer's packaging are not subject to movement to the customs territory of Ukraine in unaccompanied baggage.
